Ticket office in Japan can be extremely busy especially during:
1) Golden week - from 27 April to 06 May.
2) Summer holiday - from 11 to 20 August
3) Year end and New Year holiday - from 28 December to 06 January
These terms are the top traveling seasons and trains can be fully booked immediately.
Therefore please make your seat reservations as soon as possible!
